Position Description:

TechGuard Security is seeking a SME. The right candidate will perform a wide range of complex analytical tasks for offensive and defensive IO including, but not limited to, identifying and analyzing targets and conduits; developing measures of performance, measures of effectiveness, and identifying evidence of effectiveness; and developing strategies to improve IO effectiveness

Analyzes and evaluates capabilities, changes to policy, concepts, strategy, and doctrine

Employs, and leads where necessary, military decision making processes (i.e., JOPP, MDMP, etc.)


Additional responsibilities include:

  • Plans and integrates program-level IRC into cyberspace operations in coordination with the Office of the Secretary of Defense (OSD), the Joint Staff, the Services, CCMDs, and capability program management offices
  • Coordinates, deconflicts, and facilitates communications with all applicable staff elements, components, CCMDs, and agencies with cyberspace- and IO-related missions.
  • Reviews and evaluates cyberspace directives/documents, issue papers, and operations and provide recommendations from an IO perspective
  • Requires understanding of cyberspace operations, policy and doctrine
  • Guides the completion of specific programs and projects relating to the subject matter
  • With no direction, provides expert support, analysis, and research into exceptionally complex problems and processes relating to the subject matter
  • Serves as a technical expert on executive-level project teams providing technical direction, interpretation, and alternatives
  • Exercises considerable latitude in determining technical objectives of assignment
  • Independently develops technical solutions to complex problems that require the regular use of ingenuity and creativity
  • Guides the successful completion of major programs and may function in a project leadership role



  • Minimum 15 years of experience in information and cyberspace operations planning
  • Minimum 10 years experience in IO
  • Minimum 3 years experience in conducting MILDEC at tactical, operational, or strategic levels
  • Minimum 7 years experience within DoD and/or the Intelligence Community (IC)
  • Minimum 3 years of experience as liaison or interface across DoD and interagency
  • Minimum of bachelor’s degree in a technical or business discipline in the area of expertise from an accredited college or university
  • Preferred graduate of the Joint IO Planners Course, Joint MILDEC Training Course, or equivalent
  • Preferred JMPE I graduate


Clearance Requirements: TS/SCI with CI Poly level security clearance required.
