The Contractor shall provide project leads to act in the capacity of a central point of contact in response to a customer’s request for a technical cost estimate or other related activities with supporting the DEE.  This includes full life-cycle management from the inception of a customer’s request through the development of technical cost estimates and project implementation activities and closure of projects.  The Contractor shall perform the following tasks:

 

  • Interface with customer points of contact.
  • Assess customer’s business and technical needs.
  • Assemble team members required to support all activities.
  • Monitor and assign all tasks to team members.
  • Monitor all process life-cycle compliant activities in response to a customer’s request.
  • Facilitate communications between team members and customer points of contact to include planning and requirements meetings.
  • Identify project tasks/milestones/schedule.
  • Deliver and maintain detailed Project Plan to include project tasks, milestones, schedules, resources and their availability.
  • Provide, document, and consolidate assessments of risks and mitigations.
  • Work with DISA customers, data center personnel, and project technical staff to define systems and data migrations plans and strategies.
  • Deliver program-wide communications to keep all DISA and customer stakeholders well informed about key activities, project plans, and key leadership decisions.

The Contractor shall provide broad-based technical editing/writing/design and production management of a broad range of documents in direct support of DISA provided Email Solution (and other Enterprise Services programs).  This work involves significant collaboration with team members, as well as diverse subject matter experts and reviewers within the DISA provided Email Solution and other parts of DISA, to produce high quality work products in accordance with in-house and client requirements.  The Contractor shall perform the following tasks:

 

  • Develop, update and complete a variety of editing and writing projects
  • Solve problems of varied scope and complexity associated with specific purpose or topic, including program management documents such as Concept of Operations (CONOPS) and Enterprise Service Level Agreement (ESLA), administrative and user guides, technical white papers, engineering solutions, and other internal and external publications.
  • Manage
  • Maintain the public and internal DISA provided Portal Solution libraries which are the primary method for electronic distribution.
  • Coordinate DISA provided Portal Solution improvements with the DEE PMO and DISA provided Portal Solution lead.

 

The Contractor shall perform Service Asset and Configuration Management (SACM) as well as Change (ChM) Management.  The requirement is to work extensively with the DISA Change, Configuration and Asset Management (CCA) toolset.  This toolset includes the Information Technology Service Management (ITSM) Change, Configuration, Asset (CCA), and BladeLogic.  Work to be performed at Ft. Meade.  The requirement is to work extensively in the DISA Service Management Division in support of Configuration Management, Change Management, Asset Management, and DISA provided Email Solution requirements.  This position requires, as a minimum, ITIL v3 OSA and RCV certification., the ITIL eexpert will perform the following tasks:

 

  • Project Management for ITIL activities
  • Perform project management duties and responsibilities associated with IT and facilities projects as they relate to the DISA provided Email Solution Change and Configuration Management.
  • Track project completion statuses and provide routine updates to all levels of management within the site.
  • Review Change Management System and ITSM CCA reports to ensure assets are managed and documented in accordance with DISA policy.
  • Provide project management administrative support for centralized administrative and documentation related functions.

 

  • Change Management
  • Implement expert Change Management practices, standards, and tools used in implementing a successful Change Management program.
  • Provide expert technical support in the areas of process design, change coordination, risk management, and customer facing project management communications in an enterprise environment.
  • Identify requirements: create change management policy, plans, processes, and procedures supporting the execution of change and maintains feedback loops within and across program teams.
  • Serve as an expert technical resource for organizational change issues; develop and maintain workflows to ensure change management controls are capable of supporting implementations and deployment activities that meet business and operational needs and isolates the root cause of change failure.
  • Execute the Change Advisory Boards (CAB), and running the CAB meetings.
  • Draft, publish and maintain Change Management documentation such as Change Management charters, plans, agendas, minutes, Standard Operating Procedures (SOPs), and end-user communications.

 

  • Configuration Management
  • Serve as the Configuration Manager providing expert technical support to the Service Support Supervisor and staff in the collection of Configuration Management (CM) data, preparation and audit of senior-level management reports, database comparison of CM assets, and technical training of Change and Configuration Management processes and applications.
  • Manage documentation workload consisting of system change requests impacting configuration items, and ensure Asset, Change and Configuration Management applications are updated accordingly.
  • Retain historical documents to provide near real-time explanation of past configuration changes.
  • Prepare operating environment virtualization reports, Configuration Management Database (CMDB) audit reports, and maintain Excel/.csv or MS Access repositories to support data extracts and comparisons.
  • Provide CM data in the form of data calls to the Service Support Supervisor and other DISA personnel as required.
  • Prepare spreadsheets and CM workflow procedures using MS Office and Visio software.
  • Analyze existing CM processes and recommend changes for optimization.
  • Prepare technical reports identifying local hardware assets and their attributes.
  • Participate in the Enterprise weekly SACM Working Group to ensure that the DISA provided Email Solution is apprised of all CM activities on the enterprise level.
  • Ensure the Enterprise CMDB will capture all relevant CIs and their respective attributes.
  • Conduct configuration management hardware/software audits in the form of physical inventory and data reporting to the Service Support Supervisor. All audit reports should show the specific hardware and software data stored in ITSM CCA.
  • Report positive and negative findings during asset audits to the Service Support Supervisor for review as required.
  • Review Change Management System and ITSM reports to ensure assets are managed and documented in accordance with DISA policy

 

  • ITIL Consulting Services
  • Conduct analyses in support of the DISA Operations Center (OC) Software Asset Management (SAM) initiative and developing enterprise asset management and acquisition processes.
  • Identify and document or develop alternative functional solutions and determine their relative merit in terms of resources required, expected benefits, and saving to investment ratio.
  • Compare expected benefits in terms of payback period and improved operating capability to allow Government decision-makers to select the solutions best suited to the Government’s SAM goals.

The communications engineering process provides the foundation to elicit facility and architectural information to recommend a solution, to analyze new and existing architectures and technical solutions, and provide recommendations.  The Contractor shall perform the following tasks:

 

  • Provide engineering analysis and design
  • Participate in engineering “Tiger” teams to determine/recommend solutions for optimization of the architectural environment for DISA provided Email/Portal Solutions.
  • Perform Technical Solution analysis to recommend facility and technical architectural upgrades and required procurements.
  • Create Technical White papers for the computing and communications architecture for DISA provided Email/Portal Solutions.
  • Support Technical Discussion/Meetings with team members and DOD Customers to define the requirements, and develop an architectural environment for DISA provided Email/Portal Solutions.
  • Conduct research necessary to support development for Bill of Materials (BOMs).
  • Create and update system designs that will support the computing and communications architecture for DISA provided Email/Portal Solutions.
  • Support technology trend analysis, future studies, and research on new technologies and/or initiative to enhance computing and communications architecture for DISA provided Email/Portal Solutions.

 

A systemic approach is in place to support the engineering and implementation activities for the DISA provided Email solution.  The Contractor shall utilize this approach to perform the following tasks:

 

  • Support Integration and Test Management
    • Facilitate a variety of systems and communications related activities in support of the ongoing implementation, testing, and high-level operational support of the DISA provided Email solution system.
    • Create and/or update documentation, briefings, problem resolution papers, and continual improvement initiatives.
    • Serve as integration specialists and work with Microsoft experts to combine industry best practices with the unique mission critical requirements of Computing Services and the DOD.
    • Provide roll-out and ongoing improvements support of DISA provided Email solution system.
    • Facilitate onboardingl DOD customers onto the service.
  • Provide survey support
    • Participate in site survey team to gather and refine information on hardware, software, and communications equipment for DISA provided Email/Portal solutions
    • Perform technical solution analysis based on information gathered on site surveys and through customer interactions for DISA provided Email/Portal solutions.
    • Create technical white papers as required to support survey analysis, to recommend facility and architectural upgrades, and/or required procurements for DISA provided Email solutions.
    • Support technical discussions/meetings for DISA provided Email/Portal solutions
    • Research and develop installation BOMs and BOMs for the implementation of DISA provided Email/Portal solutions as an Enterprise Service
    • Coordinate with other members of DISA to develop system design that is consistent with the standard architecture. The architecture consists of all servers and storage included in the Capacity Services contract as well as any communications or security equipment located in the DISA Data Centers.

The DEE capability needs support assuring information and managing risks related to the use, processing, storage, and transmission of information and the hardware and software components as well as the processes used for those purposes.  This subtask requires Secret/IT-I eligibility in order to access NIPRNet and SIPRNet and for privileged-user access to DISA systems in the performance of their duties. SIPRNet access is required in order to access information classified at the Secret level.

The Contractor shall perform the following IA tasks, with input from DEE PMO, security personnel and Directorate level personnel:

 

This position requires a Security Specialist to function as a security expert within the SE application division.  The Contractor shall perform the following tasks:

  • Integrate and support the information assurance posture of DISA.
  • Support the existing security infrastructure
  • Develop and implement security strategies to meet future requirements.
  • Possess knowledge of existing DISA and DOD Information Assurance (IA) policies and procedures and their application such as the Risk Management Framework (RMF)
  • Support and continuously improve the unique and highly specialized features of the infrastructure, including the DISA Data Center IA Closed Architecture as technology evolves.
  • Utilize DISA and other DoD internal processing systems and automation packages such as the Enterprise Mission Assurance Support Service (eMASS), DoD Information Technology (IT) Portfolio Repository (DITPR), and Ports, Protocols, and Services Management (PPSM)
  • Provide results of these efforts in each monthly status report. Status report shall include major milestones, activities, and risks/challenges.

This position requires an Engineer with expertise in testing, integrating, and addressing IA requirements.  The Contractor shall perform the following tasks:

  • Support the existing security infrastructure,
  • Develop, and implement strategies to meet future
  • Support existing DISA and DOD IA policies and procedures and understand their
  • Understand the unique and highly specialized features of the infrastructure, including the Data Center IA Closed Architecture
  • Continuously improve the security process as technology
  • Provide results of these efforts in each monthly status Status report shall include major milestones, activities, and risks/challenges.

Participate as a member of the Integrated Project Team (IPT), which will include DISA, and DISA’s Mission Partners’ government and Contractor personnel, the Contractor shall perform the following services:

 

  • Provide knowledge and experience which includes MS Exchange, Outlook Web Access (OWA), Active Di-rectory (AD), email user data migration tools.
  • Collect and analyze customer technical requirements such as systems interfaces with complementary technologies migration tools, the number of accounts, number of locations and environments, migration data sizing, network topology, and bandwidth constraints
  • Collect and analyze non-technical requirements such as organizational processes/policies, availability and capacity of customer support staff
  • Develop a thorough communications plan outlining migration expectations and customer responsibilities
  • Maintain Risk Management documentation for each Mission Partner; Identify and make recommendations to mitigate risks; conduct risk planning sessions with each Mission Partner.
  • Engineer, document, and/or work with DISA and Mission Partner staff to implement solutions to overcome technical obstacles to their specific migrations
  • Assess existing customer messaging capabilities, identify functionality not supported by the DISA hosted Exchange solution, and develop acceptable alternatives or mitigation strategies
  • Assist with the development of detailed system migration project plans for DISA Computing services customers
  • Develop process descriptions, instructions, desk guides, training content, flow diagrams, and other related documentation
  • Prepare and deliver status reports, metrics, and briefings
  • Oversee the re-ingestion of extracted email into a system as determined by DEE PMO.

 

The Contractor shall perform the following services in support of site planning:

 

  • Facilitate site planning to support Government’s data collection requirements;
  • Provide status, analysis and prepare project briefings and other reporting requirements. Support includes utilization of planning templates customized for the site/initiative specific requirements and definition of required summary data points to be reported for upper management or Program Management Offices reporting cycles.
  • Construct a suite of standardized templates for project planning and execution.
  • Develop and maintain project and program plans, high-level project schedules with dependencies, milestones, and critical path identification and work breakdown structure (WBS)
  • Coordinate schedule conflict
  • Identify, plan execute and integrate database requirements and management
  • Provide regular situational and status reporting in various formats using presentation software tools and media.

The Contractor shall provide technical expertise of technical and business processes such as acquisition, financial reporting, solution fielding, strategic and operational planning, operations, and customer support for review and re-engineering. The Contractor shall perform the following services:

 

  • Perform Change Management services by applying a working knowledge of internal System Support Operations processes and their flows.
  • Have working knowledge of DISA’s Asset Data Management System.
  • Develop schedules and implementation plans with definable deliverables, including parallel operations where required,
  • Identify of technical approaches, and a description of anticipated prototype results.
  • Articulate and promulgate industry experience and best practices that have served the commercial world well, especially with regard to policy that supports good business decisions and processes, with respect to interfacing with other databases, data warehousing techniques, Web server implementation and the Defense Working Capital Fund (DWCF).
  • Advise the team on currency of Government policies with respect to current commercial practices, processes, and procedures for database and application maintenance, and development. From this, the Government will develop policies and procedures that improve efficiency or lower costs while ensuring the program objectives are continued.
  • Facilitate the creation, promulgation, and maintenance of enterprise policies and procedures, and creation and maintenance of companion documentation.
  • Provide a monthly status report identifying projects completed and status of those in work.
  • Monitor all acquisition activities and end-to-end life cycles.
  • Verify the appropriate business process and required implementation work efforts have been completed with the applicable defined deliverables.

The Contractor shall support system engineering and architecture activities in support of customer tasks.  The Contractor shall perform the following services:

 

  • Provide detailed technical analysis, engineering designs, architectural designs, and solutions in support of requirements from new customer proposals, or other proposals.
  • Support technical solutions under systems architecture to include UNIX, Windows, Sun, and HP systems designs as well as cloud computing services.
  • Provide technical writing support in the production of draft revisions of documents and their appendices.
  • Produce and distribute the approved copy of the engineering solution set, its appendices, and associated modeling data. The Government should approve the draft solution set prior to release (production and distribution of).
  • Support hardware, software, and network engineering modernization, standardization, and automation activities. This task will perform end to end engineering and include support centralized optimization plan activities
  • Participate in engineering “Tiger” teams to determine/recommend solutions for optimization
  • Perform technical solution analysis
  • Create technical white papers
  • Support technical discussion/meetings
  • Perform research to support development for Bill of Materials (BOMs)
  • Create or modify system designs, written Initial Business Estimates (IBEs) and system designs in support of IBE customer requirements and support future studies and research on new technologies and/or initiative.
  • Provide results of these efforts in each monthly status report. Status report shall include major milestones, activities, and risks/challenges.

As part of the Service Delivery Team in support of the DEE PMO, the Contractor will work directly with a Mission Partner (MP) Project Manager, the DISA EE’s, DEE Engineering and other DISA services in collecting requirements and deliverables to on-board MP’s from their legacy email services.  The Contractor shall perform the following services:

 

  • Manage Phase Deliverables which include several documents used for developing the MP on-boarding package; some examples include:
  • Integrated Master Schedule – used to layout the tasks to be performed during the full on-boarding effort and can also include MP specific and internal tasks.
  • Bandwidth Analysis – Used to determine if the MP has Bandwidth to support DEE.
  • Duty Locations and Sub-Components – Used to request new Duty Locations and new Sub-Components.
  • Assist Mission Partner in the decision to use migration services provided by DISA or use a self-migration method.
  • Assist MP with developing a migration schedule which will include working with the Migration Team to confirm the EDS-P tool is configured correctly and ready to support if DISA lead migration is selected.
  • Conduct Kick-off meetings as required by the Mission Partner, to provide a high-level overview of the end-to-end process for on-boarding.
  • Work with MP to establish and facilitate meetings as required to support the on-boarding effort. These include Service Desk hand-shake, DEPO training and weekly meetings.
  • Support the MP with requirements they have for mobility (BlackBerry, Android, iOS, etc.).
  • Support the MP with requirements they have for Journaling.

The Contractor shall define and customize project-specific planning templates, reports and reporting processes to support detailed planning, tracking and reporting for individual projects.  The Contractor shall:

 

  • Maintain a project plan to include the complex nature of milestones, tasks, and calendars associated with the individual projects.
  • Facilitate and support the Government’s data collection requirements,
  • Provide status, analyze project schedules and prepare project briefings for Weekly Status Reviews (WSR), In Process Reviews (IPR) and other reporting requirements.
  • Facilitate information management plans to include the analysis and identification of project stakeholder needs
  • Develop and maintain processes that assemble and integrate technical and management data;
  • Enable access to a global audience by using various methods including shared networking, project intranet and teleconferencing.
  • Construct a suite of standardized templates for project planning and execution.
  • Develop and maintain project and program plans, high-level project schedules with dependencies, milestones, and critical path identification; work breakdown structure (WBS) development, project plan development
  • Coordinate schedule and identify conflict
  • Plan execution of integrated database management
  • Provide regular situational and status reporting in various formats using appropriate presentation software tools and media.
  • Develop standard formats, reports, and repositories to support high-level system portfolio development and assist in developing system documentation.
  • Participate in the selection of appropriate development and data manipulation technologies and tools.
  • Prepare and present information in formal or informal meetings.

 

 

 

The Contractor shall perform the Discovery and Assessment (D&A) services and provide the technical expertise necessary for developing, testing, and documenting a user provisioning plan that meets primary customer requirements.  Contractor shall provide Enterprise Directory Service – Provisioning (EDS-P) expert-level support to effectively provide technical consultation to customers for Directory Services preparation, installation of EDS-P and related software, configuration of firewall and network ports and protocols, and troubleshooting services and connections as needed.  The Contractor shall perform sustainment tasks necessary to maintain DEE EDS-P infrastructure.  The Contractor shall:

 

  • Develop and test a detailed, step by step provisioning documentation (CONOPS)
  • Work with customers during Pre-Provisioning Phases to configure Directory Services properly for managing and modifying user and Non Person Entity (NPE) mailbox account attributes as needed to meet EDS-P and DEE naming standards (e.g., Canonical Name, Distinguished Name, primary SMTP Address, etc.)
  • Develop migration assessments and recommendations including:
  • Scheduling and batching methodology
  • Identify success criteria and key performance indicators (KPIs)
  • Conduct customer and DISA migration readiness assessment
  • Migration tool performance.
  • Install and configure the EDS-P migration tool to include configuring .NET dependencies, creation of, and proper delegation to, EDS-P Active Directory service accounts, and enabling customer network/firewall ports and protocols for Lightweight Directory Access Protocol (LDAP) query and retrieval
  • Resolve deficiencies identified during the migration assessment and prepare for the successful migration of users to and/or from the DISA hosted email solution
  • Develop optimum EDS-P job-size based on customer requirements and schedule, demonstrated EDS-P performance, network latency, and other factors to reduce risk during migration execution
  • Participate in the development and implementation of a service delivery framework that illustrates sup-port organization structures and defines roles, responsibilities and service levels associated with a DISA managed email service to DEE Mission Partners
  • Perform support tasks as needed to maintain EDS-P infrastructure in DEE PODs and DISA Data Centers through-out the enterprise to include ensuring computing resources available for required migration throughput and performance
  • Test and troubleshoot customer configuration of Active Directory Group Policy Objects (GPO) required for Microsoft Outlook Profile creation
  • Recommend refinement of the detailed system migration project plan
  • Develop process descriptions, instructions, desk guides, training content, flow diagrams, and other related documentation
  • Prepare and deliver status reports, metrics, and briefings
  • Assist with the re-ingestion of extracted email into a system as determined by DEE PMO

 

The Contractor shall perform an analysis of the legacy archive environment and provide the technical expertise required to develop, document, test and implement a solution to re-ingest or make available previously archived email.  The Contractor will ensure that extracted email is made available to appropriate person either via direct ingestion into the end users current DEE mailbox or via an NPE.  Successful execution of this task may also include troubleshooting and escalating issues to the appropriate Tier II/Tier III support group and collaborating with Tier II/Tier III to identify and resolve issues related to the extraction and re-ingestion archived email data.  The range or services to be performed under this task include:

  • Execute the developed solution to un-archive and store archived email data
  • Implement the solution to make un-archived email data available to the appropriate personnel
  • Test and verify re-ingested archived email data
  • Work on-site and off-site through remote access to perform activities related to the completion of data re-ingestion activities
  • Provide recommendations and assist when requested on replacements solutions for legacy archive system functionality to meet enterprise compliance and discovery requirements
  • Troubleshoot and resolve user incidents related to executed processes
  • Preparation and delivery of status reports, metrics, and briefings.

The Contractor shall support stakeholders, both leadership and subject matter experts, to build a holistic view of the organization’s strategy, processes, information, and IT assets.  Ensure that business and IT planning align with this holistic view. The Contractor shall:

 

  • Document the alignment with appropriate architectural models and views to show how the current and future needs of the organization will be met in an efficient, sustainable, agile, and adaptable manner.
  • Operate across organizational and computing silos to identify common approaches and expose information assets and processes across the enterprise. The goal is to develop a roadmap and plan to maintain currency of an architecture that supports the most efficient and secure IT environment and meets the organizational business needs.
  • Frame the enterprise architectural design, while choreographing other activities into the larger plan.
  • Align IT strategy and planning with organizational business goals
  • Apply information management approaches through an understanding of evolving business needs and technology capabilities; long-term strategic planning responsibility for the organization’s IT systems;
  • Promote shared infrastructure and applications to reduce costs and improve information flows
  • Ensure projects do not duplicate functionality or diverge from each other and business and IT strategies
  • Work with solution engineers to provide a consensus based enterprise solution that is scalable, adaptable and in sync with evolving business needs
  • Manage the risks associated with information and IT assets through appropriate standards and security policies, direct or indirect involvement in the development of policies
  • Research standards and guidelines for the selection; development, implementation and use of IT within the enterprise
  • Build employee knowledge and skills in specific areas of expertise.
  • Provide results of these efforts in each monthly status report. Status report shall include major milestones, activities, and risks/challenges.

Project leads are the central point of contact in responding to a customer’s request for a technical cost estimate.  This includes full life-cycle management from the inception of a customer’s request thru the development of technical cost estimates, thru project implementation activities and closure of projects.  The Contractor shall interface with customer points of contact; assess customer’s business and technical needs; assemble team members required to support all activities; monitor all life-cycle activities in response to a customer’s request; act as the central point of contact for all activities and communication; and facilitate communications between team members and customer points of contact to include planning and requirements meetings.  Provide results of these efforts in each monthly status report.  Status report shall include major milestones and activities, and risks/challenges.

  • Project Management Professional (PMP) certification
